It provides bi-directional flow of information between a commanding officer and subordinate military units. The Administrative staff also provides an executive function where it filters information needed by the commander or shunts unnecessary information.

The C2 Intelligence Section of Right to Rebel is responsible for collecting and analyzing intelligence information about various issues for the community to determine what the threat is, or might do, to prevent the accomplishment of the community's' mission. This C2 office may also control sensitive data that is vital to the community's success in security and missions objectives set forth by the JCS. At the unit level, the C2 is the unit's security officer, and the C2 section manages all security clearance issues for the unit's personnel. Other duties of the C2 often include intelligence oversight and physical security.
