S4 – Personnel The Personnel department supervises the recruitment and retainment of members for the Right to Rebel Division. S-4 maintains members "Personal Files" for, and under the supervision of the Division Administration Office S-1. S-4 also maintains Command and Control over S-5 to ensure that recruitment is our number concern when making s-5 policy.
